The Public Health Associate Program for Recent Graduates (PHAP) is a competitive, two-year paid, competency-based training and service program that gives associates hands-on experience in public health.
During the first year of the program, associates (regardless of their experience and education) earn a salary and benefits equivalent to a GS-07, step 1, federal employee (including geographic cost of living adjustments). During the second year of the program, associates are eligible to earn a salary equivalent to a GS-09, step 1, based on performance during Year 1.
Conversion to an entry-level career following PHAP is not guaranteed and no promise of conversion is implied. The promotion potential for applicants is GS-12. Participants who complete the program and are selected for conversion may convert to a position with promotion potential to the GS-09, GS-11, GS-12 or none at all depending upon the agency needs.
